Steps for Submitting an Alternative Product,
Design or Method of Construction
Here are the steps for submitting an alternative product, design or method of construction using the SBCRI/Qualtim Product Submittal Package:
  1. Submitted construction documents propose use of an alternative product.
  2. An attached SBCRI/Qualtim Product Submittal Package documents that the proposed design is satisfactory and complies with the intent of, and is at least equivalent to the purpose intended by, the provisions of the code.
  3. The SBCRI/Qualtim Product Submittal Package includes a Technical Evaluation Report (TER), which provides a code-compliance evaluation for this product and application.
  4. The Building Official reviews the construction documents, and the alternative product application conforms to the provisions of the building code, relevant laws, ordinances, rules, and regulations.
    • If the Building Official finds that the alternative product application does not conform to the provisions of the code, he/she shall state in writing the code section that has been violated.
    • The applicant corrects the product and/or application to meet the intent of the code and resubmits the application to the Building Official.
  5. The alternative product is approved and the permit is issued.
